Dr Strange does change.
At the start of the movie, Christine tells him that he has to be the one to hold the knife-this is mirrored in the first Strange, who tries to drain America’s power in order to stop Wanda from getting it.
At the end of the movie, Wong, and even America, are telling him to drain America’s power, on the premise that he should be the one holding the knife, and he refuses, trusting and assuring America that actually she should be holding the knife, and use her powers to solve the situation how she thinks she should.
